Timers keep running even if you get interrupted by a phone call or push the app in the background. You will get notified whether the app is ON/OFF.

Once the timer ends you dont have to re-create a brand new one. Just edit the existing ended timer as it remembers your last timer settings and fire away! How simple is that?
