We've had a few submissions over the years for Tic Tac Toe apps here at Appspy, but never brought attention to them. The reasoning was that Tic Tac Toe is such a simple game, even the greatest presentation isn't going to polish up the app enough to get people that interested.
I was ready to dismiss XO9 today until I watched the trailer. It's your standard game of Tic Tac Toe, but in order to make your mark on the board, you have to win a smaller game of Tic Tac Toe.

Now the reason the game is so simple, is once you know the correct strategy to win a game, the worse you'll get is a stalemate. How will a game play out if you have nine boards to look after, and they all tie into the greater game? XO9 certainly answers that question.
